Abstract
Arts is an instrument of development. The arts, in relation with instrument of development are often considered to be at the periphery of the community
development and development in other spheres of life process and only a minor
player in regenerating areas. Despite increasing globalization, communities are
beginning to recognize their own identity, culture, traditional art forms and
the value of working together at a
local level. This paper is basically a
systematic research which shows that the arts is an instrument of development, have a role in regeneration, and
at a local as well as international level can be used as a tool within a wider
development programme.

Two aspects of these development are abstracted here. First is the
consideration of arts as a fundamental of development from an educational
perspective. The second account undermines arts in relation with tourism as
sources of exchange which in the circumstance would yield developments of
various degrees.
INTRODUCTION
Development most often means economic development. Even though
factors such as health and education are discussed at great lengths, they are
often funded out of a desire to increase overall productivity through a
healthier and well-educated workforce. Though other dimensions of development
certainly exist, they do not receive nearly the amount of attention that the
broader economic development sphere receives. This piece will focus on one of
these other dimensions of development: Youth art programs. In the next section
we examine aspects in the role of arts in development.
The role of the Arts in Development
Art programs have trouble
surviving in even the most developed countries, mostly because they are seen as
non-essential, and a luxury that is a by-product of affluence. Yet arts at
large, whether music, literature, or popular entertainment, are as vital to a
healthy society as economic. . . .
